If, when in Builder mode, the Properties Panel cannot be seen, click on - View>>Show Properties Panel - to access the features in the Panel.
On the left hand side of the panel are a series of tabs - that bring up the appropriate panel for setting features associated with the scenario, location map, locations, items and actions respectively.
